Some top leaders of CSCS were also invited to observe the meeting, including e.g. Liu Yi, Secretary General; Li Xiuling, Director of Secretary General Office; Wang Kuitian, previous Secretary General and Consultant for the Association.

The meeting was hosted by Zhao Bohong, the Director General; Secretary General Liu Shikui made the detailed report of initial preparation on this general election; attendants of the meeting conducted a thorough discussion, and concluded the decision finally.

Procedures, methods and grouping of general election as well as the position distribution, timetable, etc.

1. Procedures and methods of general election
First, conduct grouping by wire rods enterprises, products enterprises and relevant enterprises, among them, groups of products enterprise will further sub-grouping by regions as recommended. All groups shall follow the Articles of Association to recommend their corporate candidates respectively. After the member enterprises recommend their respective corporate candidates democratically, the Preparing Group of General Election shall gather the lists and submitted to the 2nd Meeting of the Leading Group for approval thus creating a final List of Candidates. On 5th Session of Members Congress, the 5th Council and Standing Council will be elected and established.

2. Grouping and position distribution
Wire rods enterprises and the other enterprises will have one group only, while products enterprises will be divided into six groups e.g. Northeast Group, Northwest Group, North Group, Central-South Group, Southwest Group and East Group.

3. Timetable
Before June 15th, member enterprise shall fill the Basic Situation of Member Enterprise in truth, then submit to Secretary Department of the Association (namely The Preparing Group of General Election.)
Before June 30th, both Summary Statement of Basic Situations of Member Enterprises and Recommendation Statement by Member Enterprises will be handed over together to all member enterprises by The Preparing Group of General Election.
Before July 31st, all member enterprises shall work closely with The Preparing Group of General Election to collect, count and summarize the above Summary Statement of Basic Situations of Member Enterprises and Recommendation Statement by Member Enterprises.
Before September 20th, the 2nd Meeting of the Leading Group of General Election will be held.
