Contents of Directive of Restrictions on the Marketing and Use of Perfluorooctane Sulfonates:

1. Restrict the use and marketing of PFOS relevant products.
Any PFOS or commodity with its agent or composition of concentration or content equal
to or exceeding 0.005% in general may not be distributed in the market.

2. Restrict the use of PFOS in semi-finished or finished products
Any finished or semi-finished product or accessory containing PFOS with its concentration
or content equal to or exceeding 0.1% may not be distributed in the market; for textile and
other materials that containing coating, the content of PFOS therein shall not be equal to or
exceed 1μg/m2; for new products, who already in use, as well as products on the secondary
markets are not restricted.

3. Assessment to the Directive.
An assessment shall be carried out to the restricted scope in Directive in case any new situation or a new safe substitute occurs, thus to eliminate the use of PFOS gradually.

4. Some exceptions:

4.1 Even under reduction of substance, the commodity of Content No. 1 and No. 2 as abovementioned still shall neither be used in the items below, nor as their components:
4.1.1 Light resistant agent or anti-reflective coating used in photo lithographic process; 
4.1.2 Photographic coating on film, photographic printing paper or printing cardboard;
4.1.3 Non-decorative antifogging agent with plating of Hexavalent Chromium (CrVI), or
wetting agent for electroplating treatment system under control; among these, the discharge of PFOS to environment shall be reduced to minimum by the technology as best as possible in correspondence to and formed up by Concerning Integrated Pollution Prevention and Control [5] (IPPC Directive) issued by the European Council on September 24th, 1996.
4.1.4 Liquid for hydraulic machinery.
Therefore, the Directive shall not be suitable to light resistant materials, photo lithographic coating and aviation hydraulic oil products.

4.2 Concerning fire-fighting foam, SCHER agrees to conduct an analysis on the hazard of its substitute before finalizing the decision.

4.3 Concerning the application of PFOS in electroplating industry, SCHER agreed as below:
During the metal electroplating process, in case no effective method is found to reduce the
discharge of PFOS to an obvious low level, then PFOS will be restricted to apply to the
industry thereafter; while so far, some most advanced technologies shall be taken to reduce the discharge of PFOS in industrial electroplating process to be as limited as possible.

5. PFOA may be restricted to use in the future. As pointed out in the Directive, Perfluorooctanoic acid (PFOA) is also suspected to be as hazard as PFOS. Currently, it is still under the evaluations of analysis and experiment on hazard, practicality of substitute as well as the restrictions.
